A visitor at the fence calls Pepper a baby horse. Pepper is ten, and Bella fetches the measuring stick.
Small is not the same as young.
A pony is a grown horse that stays under 14.2 hands at the withers. A hand has been four inches since Henry VIII's law of 1540, so 14.2 means fourteen hands and two inches, and a foal is born with legs almost full length.
